How much does it cost to have the subs there compared to in port, or would the US rather have them doing something else?
Can Russia (or anyone else for that matter) verify that they are there and not doing something else?
If both are true then it is new because he has been unwilling to do something that actually costs the US anything in regards to Russia.

If you assume it gets thoroghly mixed between spoonfuls:

At 45 you'll be down to a 10% soup contamination of your delicious bowl of rainwater.
At just over 100 spoonfuls you'll be down to less than 0.5%.
