dood. don't plug an unknown foreign device in your PC. especially not a Windows PC. It's a common attack vector to leave devices with malware at a site (usually USB dongles, smart watches, chargers or even cables*) you want to hack, so people plug them in where you can't.
probably a bit of both :/

idk if this is the same, but in my country we have things looking like tiny ladders standing on their side in exactly that location on roofs to stop a big load of snow going down at once, possibly hurting someone unsuspecting standing below
the worst thing about windows is that you can't natively change the window manager or desktop environment. that is so backwards. they even removed the ability to move the taskbar wherever you want. this is so weird.
