I always hear a "tick" sound around the gas outlet. Is it normal?

Next to the gas outlet, theres a switch board, at first I thought its coming from the switch board but I dont think so. I still couldn't figure out where the sound coming from but I am sure its around that area.

Can I pull out the pipe from the ground ? The tap doesn't work, I mean its rusted and doest move at all.

The house has a bore sprinkler system then why would they connect this to a tap ?
