Elections in Taiwan are happening next year, and it's widely expected that KMT gets back into power. If that happens Taiwan will likely restart the dialog over peaceful repatriation. The fabs are a big bargaining chip for Taiwan, and if the factory in US gets built they lose that. So, it might be a political game they're playing there.
