Gaza city is a city within the Gaza strip. Israel told them to evacuate south of wadi Gaza. It’s obviously impractical for all those people to evacuate in reasonable time but they do have where to go.

Consider math, it doesn’t make any empirical predictions on its own, as it is just a set of abstract symbols and rules. Do you consider mathematical facts to be a form of knowledge?
