I've had a similar experience with schizophrenia. The medications really dumb me down. I guess that's why a lot of schizos don't take their meds.

There is an app called Volume Lock that fixed this for a friend of mine. Just set the min volume for ringer to 100.

That's kinda mean to do that to poor folks.
