Are you agreeing or disagreeing?

As far as I understand it, it isn't kids; it's adults and adolescents of certain demographics. Mostly in the USA.

Do a billion dollar fine for every violation please!

Or the rest of the worlds politicians would size up, clench their cheeks and go "no-no-no-no". And then do nothing, hoping it solves it self. Feels more in line with what we are seeing.

Let's make it mandatory that 15-20% of gross sales be given directly to developers, once sales start. That would fix this. Customers can choose within that range. But let's make it default to 20%.

Yes, the influx of people fuels economies that run on the infinite growth model, which is most economies. However, if you double your population over night, you're gonna have a bad time. Of course the infinite growth model is also inherently unsustainable and partly responsible for our current situation.

It's gonna fuel the largest immigration wave ever. Which in turn will fuel right wing politics and destabilise democracies, which will make solutions even more elusive, and allow decision makers more procrastination.

I wager the reason why people are not dueling each other, to solve their differences today, is that they simply have more options in how they go about it. I don't think the survival rate of stab wounds factor in to the decision at all. We have a more accommodating legal system to turn to. One that serves more people than ever.

On another note. If you have to pay for your own medical cost and you live in a place like the USA; then you would probably want to die. If you live in a more civilised pace, then your fellow citizens will pay for your treatment and then promptly lock you up for wasting taxpayer money and endangering yourself and others, like a crazy person.
