I don't know about fax machines but a lot of scanners used it. You can also have multi-page .tiff files of lossless images, though they're generally huge files.

So he's openly stating he doesn't intend to follow the law. As soon as that motherfucker ignores a federal court order, impeachment proceedings need to begin. If these proceedings do not begin, everyone needs to arm themselves and be prepared to defend themselves and their family, especially if they are minorities and/or LGBTQ+.
