I think it's more of a mobile phone issue especially messaging apps. People see a meme they like on here or Reddit and download it. Then they try to send it to friends and family and Facebook Messenger or Signal or whatever can't read webp.
In general that may be true, but not all furries are benevolent. Every community to have ever existed in history eventually gets some bad apples and gatekeepers when it gets to a certain size.

I think you're visualising the proposal wrong. The duct tape is to provide cushioning. Stick it around the edge so half is stuck on the inside of the bottle and half outside. All the sticky bits are stuck to plastic. No glue is left open to make skin contact.
