That's 100% not a tear down reno. It just needs new flooring and some paint. Probably $5k tops.

That's probably on whoever gave you the shot. If you hit fat or a tendon with an IM shot it hurts for a while.

Dude, most cities don't have the resources to do anything about actual animal abuse cases. They're not going to go door to door checking for specific breeds.
Throw some water and dish soap in it and simmer for like 5-10 minutes. It'll loosen everything right up.
Or, what I usually do is fill it with hot water and soap as soon as I'm done with it so by the time I'm done eating it's good to go.
