If that won't work he will maybe try the pardon, and at least (not sure if things will change anything though) the pardon can't be used for any future crimes. So if she lies, it would have to be after she does it. He likely would withhold the pardon until very end though, because of a backlash, which I'm sure Maxwell wouldn't be happy. Also if he would die in office that would be devastating to her as she might lose it.
And they all know how shitty this is, that's why it always is by a single vote, so the ones in a moderate districts can act like they never supported it.
