Maybe you could try ed2k/kad (emule/amule/mldonkey), soulseek or dc++ networks. Just drop the files in the sharing folders and seed. My preference is ed2k/kad.

eMule/aMule/Mldonkey works like old limewire, it is from the same age, but still kicking

In my case I use duckdns.org for DDNS, it is free and works well with wireguard.

For p2p it is better to use i2p, not tor
