This can vary depending on custom styles in different communities, eg. if you viewed the same post from my instance the upvotes are styled as carrots. If you're not logged in, you won't have the ability to upvote, but you will still see the number of upvotes each comment has---> this may be why you don't have the option to "heart" a comment, try logging in first. Also, it's possible the post was locked by a moderator so no one can upvote.
