OP your issue is really the old platform. You will be sacrificing a lot to get to around 200W even idle, with dual sockets. I have a set of E5-2690 v2s I got rid of a few years ago for this same reason.
You have a couple choices. You can slim down your hardware, remove a cpu, downgrade the cpus workload permitting, removing some ram will help.
If you truly went to be more efficient, it’s really just newer hardware. Even consumer hardware if you don’t care for some server grade stuff like ipmi or pci features. Unfortunately you are talking about CPUs that came out 10 years ago now, lots has changed and up until current era efficiency wasn’t a big topic.
Beauty of running Unraid is you are not tied to hardware, so you can even upgrade or downgrade in stages as you get funds.
