I think 5x5 is a great way to start, gets you familiar with the compound lifts quickly and takes advantage of those amazing newb gains. And if you dig it after a few months you can switch over to a periodized program easily.
I've been doing a few cycles of tactical barbell and it has cardio/HIT built-in. I was tired of being embarrassed on hikes last summer with zero cardio, would definitely recommend!

Things that you can do to help: Ask the vet to increase the dosage of the inhaled steroids, and try administering twice per day rather than the once prescribed. Put filters over the furnace vents in each room, replace the furnace filter with a HEPA filter, run an air purifier, replace carpet with flooring if possible, have the furnace vents cleaned, switch to unscented litter and laundry detergent and consider that it could be food related and try some different foods with fewer ingredients.
If I remember correctly had some wacky power scaling, he went to toe to toe with Superman in one comic and was much weaker in others, sort of all over the map depending on what the story called for
