We're getting genocide regardless of whether Biden is a corpse or not. There's too many people in the government benefiting from this conflict. Biden's role is mostly to sign off on decisions that have already been made, and people who would block them are not running for president and are being suppressed by the system from even trying.
DLC was originally released for Xbox 360, so Microsoft might have some influence here, though I wouldn't underestimate the greediness of Bethesda.
