Those are vulnerable people that are often in some sort of financial trouble. Those shortcuts are hacks meant to bypass those rules, so they can put office, linkedin, etc. (and soon copilot) keys on certain PCs. In other words, instead of making a special key in the standard, they can just bind those shortcuts to their special keys.
