YouTube could make it impossible to skip, or at least impossible to entirely skip. If there hasn't been enough time between you requesting the ad frames and the frames at the start of the video it could simply refuse to give you the new frames

Uber doesn't even care and straight up steals from you if there's missing food in your order. I doubt minimum wage support employee #7608 is going to care or even have the ability to pass on that information.

The layman doesn't know what that it though. I know people who have those and they just called them "dodgy fire sticks" and have no idea how or why they work.
