SDR content is not accurate in Dolby Vision mode. Thats it. It also increases energy consumption unnecessarily.

Why can iPhones seamlessly switch between resolutions, framerates, and dynamic ranges, but not Apple TV? in c/apple@hardware.watch

Because iPhone doesnt use HDMI.

If you get Atmos connected directly to the soundbar then the issue isnt on the Apple TV, but on the TV itself, you may need to use the Enhanced Format setting on the HDMI.
