No, he doesn't. He suggests that there are Linux systems with no GNU code, like one I'm replying from, and whether "no" meant "no SLOC" or "no instructions spent executing" or "no packages" absolutely doesn't matter.

They wrote "they were asked about [their views]... those who were moronic enough not to lie, were deported", which reads as "not lied => deported" to me. Let's break it down:

Pro-Kremlin, lied = no claims; not deported, I guess.

Pro-Kremlin, not lied = claims they are deported; understandable.

Pro-Ukrainian, lied = no claims; wtf tho.

Pro-Ukrainian, not lied = claims they are deported; that'd be stupid.

Am I clear enough now?

There's a voting system. That should give you an idea of whether they're considered good or bad and of their visibility in general.
