It's always been there, just hidden inside of Google play services without an icon. Play Wallet is the same way, still half-installed and functional even if you don't have the app off of the play store.

The common thing here is conservatism. It has no borders and thrives on hatred, which is fundamentally human. It will alway exist as an evil. It just varies on how much power they have and is under slightly different names, but they have a common thread of beliefs that always come back. No country or person is immune to this as morally superior they think they are.
How would this person survive only a few years ago if they blindly trusted Google Maps completely and absolutely for their physical safety? Google Maps doesn't turn your steering wheel or press your gas pedal.

Defederation is your instance doing the instance blocking. Regular instance blocking is you doing it from a user level and doesn't affect other users. There's many reasons why things should fall under one or the other. If an instance does not defederate, another server's (potentially illegal) content can get cached on their servers for example, or enable a lot more spam. This also is during the recent CSAM attacks so admins are a lot more wary.
