Obviously it's a war crime to kill civilians. But generals and heads of state that are directing the generals are not civilians. They should he legitimate targets.

The intent of this reporting appears to be identifying the hypocritical leaders who have condemned Russia for their invasion of Ukraine without also condemning the US for their invasion of Venezuela. I found it to be a useful article.

They name some other countries leaders, diplomats, and MEPs that neither condemn nor celebrate. But, afaict, it's only Macron that has supported it.
