I have the same issue. I have not found a fix yet. I had it before I updated to iOS 17 and updating didn't fix it. I have a done everything, including wipe and restore and still borked. About to just flat out start fresh after wipe, but that is a daunting task to get a fresh phone reset up and not even sure if that will fix it.
