I had trouble with it too. The site told me to disable all the privacy settings on my browser, at which point I simply decided that the whole thing was no longer worth my time and data.
The fact that Nintendo can pull the game, change the game, or disable a game key card is why I will never purchase a used one; there is no way to know what you are really getting from a used game key card until it's too late.
It is 100% possible with optical discs. The manufacturers of optical media toyed with this very idea decades ago.
