Those questions are rhetoric so I'm not gonna answer them, but which 'bordering nation' do you mean? Iraq? Because Iraq ratified the treaty and isn't sabotaging anything. Same goes for Afghanistan. Just like all other countries bordering Iraq, except Pakistan. Pakistan didn't sign the treaty. But they are also not sabotaging, so my final guess is that you must mean Isreal because they didn't sign the proliferation agreement and they are sabotaging diplomacy, but Israel and Iran do not share a border. Might seem insignificant, but since this war is far from over you might want to be aware of that.
