Tajing your example of age 80, in the USA, that would give a life expectancy of 9 years for women and 7 years for men. That's 2 elections minimum.

Refugees are people. If they are deemed to be unsafe to return, then they cannot return, even if criminal. Just like a natural born citizen is not deported. Refugees certainly have an obligation to respect and join the local culture, either with integration or multiculturalism or other ways, but they don't have the right to be criminal any more than anyone else. If there are multiple rapes happening from one person, that's a failure of the justice system, not the immigration system.

Part of the rule of law is that the government follows the law, including international obligations. Refugees have a right to safety and due process, even if they break the law. It is not illegal to claim asylum.
Certainly, a failed asylum claim should allow them to be returned to a SAFE country. Returning them to a de facto warzone is not that.
