There are wait lists for people willing to get inpatient treatment and not nearly enough staff, beds, or money to cover them already. So you know they aren't going somewhere to get treatment or get better. They also can't be held indefinitely so will probably cycle in and out of 72 hour psych holds and jail more frequently, building up more aggressive fines and never forming any permanent housing or job or mental health improvement.
