i read it a few years back and it was entertaining and easy to read but afterward i reflected on it and was ultimately kinda underwhelmed for similar reasons as Frank

Is there some reasoning that led them to this conclusion? What was that reasoning? What was the evidence that convinced them that this is the order of operations that will work?

Maybe. ARM has been getting a lot more popular in recent years. You see it in laptops (Apple's M-series chips are ARM) and in Datacenters (Graviton in AWS for example). NVIDIA has its Grace CPU that is also ARM. Not to mention almost every phone in existence.
