The contract the article is referring to JWCC which was a multi award contract. All of the vendors will essentially compete for the workloads under that contract throughout the entire contract.
It was created to replace JEDI which was single award and got so bogged down in legal challenges they gave up and replaced it with JWCC.

I ended up putting a small amount of reflective tape on my backpack last year after people kept getting run over (not just by police).
This was during Steam Nextfest in like 2022, so it's probably gone.
I was kind of disappointed by the demo because it seemed more puzzle-like than simulationy.
You'd have to find someone interested in maintaining it for at least security fixes and I'm guessing everyone capable is more interested in just working on new stuff for Python 3.
