nope, i tried manipulating votes from apollo once and got a warning
basically the bug was that even when you clicked to install the PWA, it wouldn't show up in the app drawer as a regular app, you could only add it as a shortcut to the home screen (with an ugly chrome logo in the corner)

Yes, find a smaller instance, mastodon.social is mid anyways and some servers have them defederated because of spam
smaller instances also usually have interesting local timelines compared to big ones
