Depending on the implementation, blocking south Australia could be the only (acceptable) way forward. Also, I doubt this will actually stop anyone.

That is straight up scamming, you should complain to the ACCC, I doubt they will do shit but if enough people complain they might.
I use onthespot to download from Spotify. Just make sure to delete the cache if you have added more songs to a playlist after downloading it.
