You should know that Apple has not discontinued OS support on the iPhone SE 2016 yet. It can't run iOS 16 or newer, but it's still getting updates for apps and security on iOS 15 today.
But if you just want a newer iPhone without gimmicks and you're okay with no headphone jack, the new SE is great.
Yes it is. It still gets app and security updates on a recent iOS version. With a new battery it can definitely last a couple more years from now.

Don't worry about it. It's not the iOS update's fault. The battery degrades even if you don't update iOS, it's inevitable. Let your phone settle for a few minutes after updating and don't check battery health so often.

The iPhone 7 came out in late 2016 which is 7 years ago.
I've seen this happen on an iPhone 6S with cheap aftermarket display. It's damaged. The only thing that can be done is replace the display.
