Regarding your edit: that will only help if your instance doesn't federate. If someone subscribes to the community on your instance, all actions (posts, comments, votes,...) are sent to all instances with subscribers and saved there.
What you see in the picture is a database query. Only the admin of the server can see this.
That is because of how ActivityPub works. Action is pushed to alle instances that subscribe to the community. Posts, upvotes, downvotes, comments, everything is also stored on all federated instances. There is no way to make absolutely sure that all servers delete your data.
Nope. Everything you do is sent to all other instances. If you upvote your instance sends that upvote to the instance where the community lives and that instance broadcasts your vote to alle instances that subscribe to that community. Every instance operator can see the upvotes.

Die haben doch eh eine Garage oder ein Privatparkplatz. Es gibt einfach zu viele Autos. Zu viele Menschen die mehr als einen Viertürer haben in dem sie alleine fahren. Es wird halt mal Zeit, dass man nicht mehr so selbstverständlich den ganzen öffentlichen Platz für Autos verschwendet.
Was man mit dem ganz Platz anfangen könnte was aktuell für parkenden Autos verschwendet wird. Vielleicht überlegt sich ja der eine oder andere ob er ein Auto wirklich braucht wenn schon der Stellplatz teuer ist.
I don't think you will find that but maybe you can find an instance that has similar values to you. Other than that you can only host it yourself.

It depends. If the vote is in a community that is hosted on an instance that has disabled downvotes, these downvotes will not be accepted and only maybe your own instance might display it. If the community is hosted in a server that has downvotes enabled everyone but the instances with disabled downvotes will see the downvotes.
