On Debian I think it would actually be sudo apt-get install python3-libevdev, the thing is called evdev, not ev.

whats interesting is I think the yandex translate used in the yandex browser is offline, I could be wrong though.

Firefox 118 (Beta at least?) also now has translation enabled I think, and it's offloine (Vergamont). It only supports some random languages though. It does support Spanish, but not Russian or Chinese or most languges.
