The reason why you're being downvoted here is beyond me. Surely, everybody understands, that vast majority of politicians are "for sale", and maybe only a handful of them have any decency at all.

I kind of interpret the image as he's doing something pointless. Clearly, he can't be holding that for real. And by that logic, meme implies that not littering is useless. Maybe an Atlas/Atlant meme would've worked better.
I'm taking about r/antimeme type. A lot of things are accepted there, but usually, it's just when you use a well established meme template completely differently from what is expected. Could be an anti-joke/literal usage of the meme, but not always.
