The answer is yes. This law doesn't include any of these words: "Jewish/Jew", "Arab/Arabic", "Palestinian".
So as long as the criminal was proven to have "nationalistic" motives, their punishment should be doubled.

I'm ashamed that we have him as a minister. This person does not fit to serve in the public sector, let alone serve as a government official.
He is a demagogue who has gained popularity by appealing to racist nationalists, among other things.
