People have been smoking Marijuana since the 60's and it's still a federally illegal drug at the level of heroine. Laws don't change quickly in the US at all.

It gave them enough time to read the book so it was actually very effective. Also, the signage is actually confusing so it's joking like it might have been a genuine mistake.
