Is this just on my computer?

Back in August, I uninstalled Apple TV Preview because every 13 minutes a video would stop playing for a few seconds while the audio would continue and then suddenly it would resume. I had other issues with it as well, but that was the deal-breaker.

On November 18th, I installed it again just to see how it's doing. All playback was perfect, so I was very happy. Until today.

I tried to watch all 7 episodes of The Last Thing He Told me. It was the first thing I watched today (yeah I have enough time on my hands to watch all 7 in a row). I got through all of them, but every single video had occasional framerate drops at irregular intervals where it would get very choppy for a few seconds and then recover. The first time it happened, I skipped back to the moment it happened just to see if maybe it was just network congestion, but it happened again at the exact same spot as though it was baked into the video. So I restarted my computer and yet the framerate drop was still at the exact same spot. So I downloaded the video to see if maybe it was just due to streaming it, but it was still at the same spot. Again, like it's baked into the video.

So then I kept watching the show and it kept happening at irregular intervals and every single time it happened, I was able go back to watch the same exact part of the video to see the framerate drop again. I can go back and start a video I just watched and skip right to a framerate drop spot to watch the framerate drop happen. It's seriously as though it's baked in. It's like having scratches on a DVD.

I decided to shrug this off assuming the entire series was just a bad upload, but I just spent a huge amount of time learning it's every single video. None of them have perfect playback. Even the movies and shows I watched since November 18th that had perfect playback now have these framerate drops.

So I want to know if this is happening to everyone in this app or just me.

It doesn't happen in the web browser 'app', but the video quality is quite noticeably much more compressed so I'm not watching anything there instead. I just want to know if others are experiencing this too.

No, no changes have been made on my computer since November 18th. No Windows Updates, no new apps, nothing.
