As an aside, there is nothing to "worry" about with regards to the Colorado river. We're way, way past worrying. It's not been a "might" situation for a long time. It's been badly overdrawn and subject to declining inflows and rainfalls.

I assure you, the risk models are all improper. The risks are heavily underaccounted for. 5% my ass.

This is Nordhausian levels of bullshit saying climate change can be adapted to for a cost of 5% gdp, by moving economic activity indoors to climate controlled spaces. (5% to move construction, resource extraction, agriculture, the living webs of the biosphere etc indoors for AC.)

Edit: this is underselling risk deliberately to avoid market panic. Don't yell fire in a crowded theatre until you've sold all you tickets, collected the cash and made your exit.

No reason we can't reapply it. In the end, it is a minor item as there is a global solution in the works. This was just a stopgap measure until the global tax on internet services is applied.
