I think it's a contradiction in the international bourgeoisie, China has lower labor costs which is great for them. However, China has a state directed economy and can direct surplus value to improving China and its defence capacity - which is not so great for them, they'd much rather have a version of Haiti with a billion people. They can't ignore the necessity (in capitalism) of keeping costs low but can't accept a strong China, especially in this long era of low rates of profit.

The national bourgeoisie, the trump style people, make their money in America and don't want to be washed out by cheaper goods (and face proletarianization thereby) so it's less confusing for them - China bad.
