For me, bottom surgery is coveted (yay). I think my insurance covers ffs too (very yay).
I think I'd go for FFS first if both are the same cost, if it was me. I do get bottom dysphoria but looking more femme to other people would, hopefully, help with misgendering.
If your bottom dysphoria is more intense, I'd do that first though.
FYI you're allowed to be fluid and present how you feel when you feel it. You're allowed to be a femme enby that just leans more femme, etc etc. Just go with what makes you feel the most euphoric!
The reactions in reddit threats about Aaron Bushells self immolation are a little... I dunno weird? Like the initial ones were all making fun of him or calling him just insane/suicidal or mocking him for caring what happens in Israel. And then lately there's been a lot of "concern" that people think what he did was cool or a good thing, we should just ignore a suicidal man who left behind 2 kids. Sometimes they mention Trump.
I think his protest worked, it's a shame he had to die and make it such a spectacle. And the grinding PR machine just... doesn't know how to counter program against it. Revealed by how they went this really weird inhuman way in the comments of reddit posts, just really weird.

A lot comes down to genetic lottery, you can expect to have about a cup size less than the cis women in your family.
Also, have you been eating? You should be gaining body fat%, women are supposed to. You can try weight cycling, it works for some trans women! Prog, I've heard differing results. One of my trans friends says her growth was stunted by starting prog - its helped me, but only a little bit.

I remember being embarrassed about buying tights I went to Walmart so I could buy food - cause in my head people noticed and/or would know they were for me
