consider that the body is full of lungs and airsacks and hollow bones (i think, definitely lungs at the very least) while the tail is basically just solid muscle, and iirc the pivot point of the hips is actually a pretty good deal further forward than you'd think.
They also don't have to be completely evenly balanced, it's normal for there to be some muscle effort involved to stand up, that's why animals generally like laying down when they can.

i mean if it's in a sealed room i don't see why much of anything would happen to the cans.
iirc there's some sealing compound inside the rim which is the only thing i can imagine causing the seal to break, and other than that i don't really know any way the food would spoil
i guess maybe the metal would degrade from moisture in the air in 200 years? but i'd imagine cans are specifically made out of a resistant alloy..
i could see it somewhat working if the puppy was strapped in with the belly against the back, but even then they just shouldn't be strapped down at all unless it's for their own safety..
