If you are sure you could pick a random person off the street and communicate a random common point with them then I was say you are fine. There are several levels of profiency above conversant. I am below conversant in Spanish but I can specifically have the conversations related to my work pretty well. I just completely fall off the rails if I need to communicate anything outside of that specific context.

That is like get a pack of card sleeves and print out inserts to put onto cards so you can infinitely vary the experience. If you find a site selling cheap fakes that is nice as well. The second best way is to set up a group where you all agree to buy prebuilt decks and only a set number of boosters. That gives you the gambling and rarity enjoyment without risking spending too much.
