Trolling would pretty well have to be giving it to undeserving people just to piss someone off. I would get a laugh out of all the uproar it'll cause in the red hat circles though if I ever frequented their spaces. Clinton & Soros particularly.

I'd suspect it was, but by who is another matter. It wouldn't be shocking if some maga folks where trying to create a false flag event to blame 'the enemy within' and use it to spin up some measures to go after others.

Given that it was the most readily identifiable Tesla vehicle parked outside of a Trump hotel, it doesn't take much to see some symbolism all over it. That they used a bunch of gasoline rather than something like fertilizer/anfo, and just parking it outside rather than in the lobby, would make it out to be more about messaging than destruction.

Given the nature of the job it's probably something to do with a duty to finish pending work or such. Much like can't just quit the military until your contract is up or you face court marshel.

I don't know about major coordination, but I keep a couple sets of walkies that use CB band channels around for just such a purpose. It's comforting to have coms available that don't rely on a central infrastructure.
