my understanding is that a ballistic missile that's going at very high speeds can theoretically be intercepted by a missile going slower than it because the ballistic missile follows a strict route that can be calculated in advance without requiring that much work, so "all" you have to do is align the interceptor with it at a certain point in its trajectory. hypersonic ballistic missiles are not new and many countries have them. the problem is that if the ballistic missile is going fast enough and is being launched from close enough, actually moving your interceptor in place before it strikes can be very difficult, so they can still be very effective, but it is at least a more solvable problem.
whereas a hypersonic cruise missile is extremely difficult to intercept because it can manuever, and so its trajectory cannot be calculated in the same way. these sorts of missiles are new and only a few countries have them
when a person says "hypersonic missile" they're usually referring to the second type because otherwise it would be pretty redundant, but occasionally you'll get either unknowledgeable or malicious people saying "hypersonic missile" to refer to the former either because they don't know what they're talking about, or because they're trying to fearmonger
