Threaten often and for a long time, gather troops but don’t make the move just yet! The trick is to give them enough time to get armed to the teeth. Then you attack, get repelled in the most humiliating way and that’s when you start making more threats against NATO and maybe Walmart. Don’t worry if you’re not making progress.
