While I love seeing Chinese officials school news organizations, etc., in their own laws and regulations. The guy, David Sedgwick, whose book she mentions is a weirdo conservative. I have not read his book, but here is an excerpt from an amazon review:

Sedgwick believes that the main driving force behind BBC bias is a crude form of cultural Marxism which has infected the Corporation progressively since the 1960s. The targets of cultural Marxists are typically straight, white males. Sedgwick believes that the BBC is hostile to Caucasians; Britain; British history; conservatives; Margaret Thatcher; patriotism; American culture; Israel; Republicans (e.g., Trump, Reagan, Bush); the white working-class; Eurosceptics; Christians; nationalism; and capitalism. He claims it promotes climate change; diversity; LGBT rights; feminism; mass-immigration; cultural relativism; multiculturism; globalism; Islam; the Palestinians; Democrats; and the EU. It is also obsessed with political correctness and wokeness.
