As passengers their families would be given insurance payouts by the train company so that would be fine.
It seems to describe that they were all buried at the same time.

I shall fix it, I guess derailing the train is the fourth option, standing by and doing nothing is the third option.

This has always been my option. Derail the train, if there is a moral choice it is to do everything you can to stop the trolley and failing that is the only guiltless choice.
If you tried a third option over the two choices given then you can't feel guilty if the third option doesn't work.
Easiest job to phase out is CEO, who fucking needs those people?
Tell AI that you want to maximize profits at any cost. It might even do a better job than a human.

I haven't unlocked it yet but I was going to skip right to the incendiary one.
I figured they would be good for the defend escaping personnel missions. Area denial to keep the escaping non divers safe, or alight if the flaming creatures get too close.
If you wanted to starve Palestinians in Gaza but pesky World Central Kitchen is continuing to feed people then what would you do? Bomb them or ask them to leave?
Asking wouldn't work but murdering 7 people leads to more starved to death children, which is Israels goal.
That sounds like a good mission to use the minefield stratagem.
