Can't give you an answer - you're comparing two different things. We're not psychic and don't have any idea what you'd be using it for.
Different CPU architecture now, so you can only run macOS. It's not like the Intel Mac days when you could run Windows, Linux etc natively on the Macs.
The Mac is the close to the anti-framework. It's pretty much unrepairable and expandable. The batteries are glued in and the storage is soldered on.
Out of interest do we know what CAS the Framework branded RAM is?

Grab something cheap like a used ThinkPad, then move it on in a few months when you can get the FW16?
$/£200 would get you a 4 year old quad core machine that's come off lease.
There's not really going to any significant demand for one until there's a upgraded 2nd gen mainboard for the FW16 resulting in 1st gen boards being spare.
I'd say give it a year for a Cooler Master one.
I'm sure the hobbyists will create up 3D printable options within a few weeks of it launching though.
