You're neglecting that bullets and weapons have (a relatively dense, and non-perishable)trade value apart from the legal currency system, like gold, liquor, medicines. Defending yourself from the preppers you've described, and looters in general, is also a reasonable concern.

Elect the guy, then get mad when he has to use the resources made available to him to live his life while surrounded by security he's likely not allowed to leave behind. If his motorcade got stuck in traffic, would they blame the traffic jam on him?

On the one hand, seems he earned his place. On the other hand, they should have stopped him running when there was still a chance to protect the (maybe literal) sensitivities of other racers and observers. Enforcement only after he finished is just stupid.
Put another way, if he does it merely to do it, as many runners do, what's to stop him doing it again and again, knowing his personal results will not only be shared with him, but likely the papers?

You've met this "type of prepper"? Know anyone who has? I've known a lot of preppers, and First Aid stuff, as well as maintaining connections with people who have medical experience, was a priority for all of them.
